If you right-click an item in the item palette, it will be added as 'Decoration'. Cosmetic items have no function and do not respond to mouse clicks.
Glass panes are usually used for decoration. Try searching for PANE with the search function.
The yellow text in the button tooltip is only visible to admin users.
